There is no fiscal impact associated with authorizing the Fire Chief to sign agreements for training exercises and clinical experience.

SUBSTITUTE Approving the Fire Chief to sign agreements between the City of Madison Fire Department and property owners and/or medical facilities.      
Body
The City of Madison Fire Department trains employees at several levels of certifications in emergency medical services, heavy urban rescue, hazardous materials, lake water rescue, fireifighter I and firefighter II.
 
Emergency medical services training includes the certification by the National Registry of Emergency Medical Technicians.  This training requires students to have clinical experience associated with proper patient care and patient care observation.  Local hospital emergency rooms and urgent care clinics are utilized for the clinical experience.Some medical facilities require business associate agreements, clinical experience agreements and confidentiality agreements with the City.
 
Training on different sites for heavy urban rescue, hazardous materials, lake rescue and fire fighting is necessary in emergency response services.  The Fire Chief cannot currently sign these agreements even after they are reviewed by the City Attorney and Risk Manager.
 
WHEREAS, the City wishes to expedite the process for completing agreements for training exercises and clinical experience with medical facilities.
 
NOW, THEREFORE, BE IT RESOLVED, that the Fire Department continue to have all agreements reviewed and approved by the City Attorney and Risk Manager.
 
BE IT FURTHER RESOLVED, that the Fire Chief or the Chief's designee is authorized to sign agreements for training exercises and clinical experience.
