Amending all zoning districts in the Madison General Ordinances to allow bicycle-sharing facilities.

DRAFTER'S ANALYSIS: These ordinance amendments allow bicycle-sharing facilities to be located in all zoning districts as permitted obstructions in all required yards and to be operated outside of a building.
*********************************************************************************** The Common Council of the City of Madison do hereby ordain as follows:
1. Subsection (2) entitled "Definitions" of Section 28.03 entitled "Rules and Definitions" of the Madison General Ordinances is amended by creating therein the following:
"Bicycle-Sharing Facility. See Sec. 10.33(3)(a), MGO."
2. Subparagraph j. of Paragraph 1. entitled "In All Yards" of Subdivision (e) entitled "Permitted Obstructions In Required Yards" of Subsection (6) entitled "Bulk Regulations" of Section 28.04 entitled "General Provisions" of the Madison General Ordinances is created to read as follows:
"j. Bicycle-sharing facility."
3. Paragraph 5. of Subdivision (b) entitled "Permitted Uses" of Subsection (2) entitled "Conservancy District" of Sec. 28.07 entitled "Special Districts" of the Madison General Ordinances is created to read as follows:
"5. Bicycle-sharing facility."
4. Paragraph 14. of Subdivision (b) entitled "Permitted Uses" of Subsection (3) entitled "Agriculture District" of Section 28.07 entitled "Special Districts" of the Madison General Ordinances is created to read as follows:

"1. All business, servicing or processing, except for off-street parking, off-street loading, and drive-up service windows for banks and financial institutions, and bicycle-sharing facilities shall be conducted within completely enclosed buildings."
11. Paragraph 11. of Subdivision (c) entitled "Permitted Uses" of Subsection (2) entitled "O-1 Limited Office - Residence District" of Section 28.085 entitled "Office Districts" of the Madison General Ordinances is created to read as follows:

20. Paragraph 1. of Subdivision (b) entitled "General Regulations" of Subsection (3) entitled "SM Specific Manufacturing District" of Section 28.10 entitled "Manufacturing Districts" of the Madison General Ordinances is amended to read as follows:
"1. All business production or processing shall be conducted within completely enclosed buildings unless otherwise indicated hereinafter, except for off-street parking and off-street loading and bicycle-sharing facilities. All storage within one hundred (100) feet of a residence district, arterial or collector street, except for motor vehicles in operable condition, shall be within completely enclosed buildings or effectively screened with screening not less than six (6) feet nor more than ten (10) feet in height, provided no storage located with fifty (50) feet of such screening shall exceed the maximum height of such screening; further provided however, the Zoning Administrator may approved alternative landscaping/screening plans meeting the general intent, purpose and guidelines of the revised "A New Approach to Parking Lot Landscaping" adopted by Substitute Resolution No. 37,915."
21. Paragraph 15. of Subdivision (c) entitled "Permitted Uses" of Subsection (3) entitled "SM Specific Manufacturing District" of Section 28.10 entitled "Manufacturing Districts" of the Madison General Ordinances is created to read as follows:
