Sufficient funds ($80,000) are available in the 2011 Planning Division Operating Budget to cover the recommended grant amounts that total $50,000 to fully fund one consultant prepared neighborhood plan, $26,076 for other grant projects, and $3,924 set aside for maintenance reserves, for a total of $80,000.

Approving the 2011 Neighborhood Grant Program recommendations made by the Staff Review Team and authorizing the Planning Division Director, Comptroller and City Attorney to execute grant agreements on behalf of the City.
Body
WHEREAS the Neighborhood Grant Program provides funds to neighborhood organizations for activities that promote strong neighborhoods, and includes grants for community enhancement projects, neighborhood leadership and capacity building activities, and neighborhood planning; and
 
WHEREAS the 2011 Neighborhood Grant Program includes $50,000 to fully fund consultant prepared neighborhood plans and neighborhood planning studies, a mini-grant component where applicants could request up to $2,000 with no match requirement, and a neighborhood grant component where applicants could request more than $2,000 with some level of matching funds; and
 
WHEREAS 10 eligible mini-grant applications were submitted requesting a total of $15,896, and 5 eligible full grant applications were submitted requesting a total of $101,194; and
 
WHEREAS a Planning Division Staff Review Team convened to review applications and make recommendations for funding (including conditions to be included in the grant agreements); and
 
WHEREAS the Planning Division Staff Review Team recommends awarding 6 mini grants totaling $9,332 and 5 full grants (including one fully-funded neighborhood plan) totaling $66,744, as well as setting aside $3,924 for maintenance reserves, for a total budget of $80,000.  A copy of said recommendations that are attached hereto and made a part hereof.
 
NOW THEREFORE BE IT RESOLVED that the Common Council hereby approves the 2011 Neighborhood Grant Program recommendations and conditions made by the Staff Review Team and authorizes the Planning Division Director, Comptroller and City Attorney to execute grant agreements on behalf of the City.
 
BE IT FINALLY RESOLVED that all contracts must be executed within three months of Common Council approval of this resolution unless extenuating circumstances prevent this from occurring, in which case, Planning Division staff may grant a written extension depending on the nature of those circumstances.
