PREAMBLE

The Madison Metropolitan Sewerage District (MMSD) plans to install a sanitary sewer liner within a sanitary sewer that was originally installed in 1916. The liner will rehabilitate the existing sanitary sewer without the need for excavation. This work will require businesses and residents located on sections of University Avenue from Farley Ave. to Paunack Place (see project map) to discontinue water use for several hours. Therefore, this work cannot be completed between the hours of 7:00 AM and 7:00 PM without disrupting businesses and residences, with particular interest being high water users, such as restaurants and apartment buildings. The optimum time to do this work will be during the evening/nighttime hours, when the least amount of water is used. The equipment used for this lining work that will exceed the maximum noise limits are a large generator and steamer unit which has an air compressor connected to it.

We expect that this night lining work will last up to 10 nights. The remainder of the project will be completed during the daytime hours without disrupting the businesses or residences. This type of construction will not require the closure of University Ave. It should be noted that this type of construction (cured in place lining) is the quickest most efficient way to rehabilitate a sanitary sewer. Construction will begin mid-April. Residents/ Business owners/ Property Owners will be provided a notice one week prior to commencing construction.

Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section ...
