Fiscal Note
This grant would provide $499,496 in funding over the Years 2011, 2012 and 2013 ($171,950, $155,185 and $172,361 respectively). The local match would be covered entirely by Madison Gas and Electric, who will provide $249,072 in funding over Years 2011, 2012 and 2013 ($63,700, $67,640 and $117,732 respectively). The majority of the expenditures would be incurred by Sustain Dane for the MPower Champions Program, and would be reimbursed by the City using the EPA and MG&E funding.

WHEREAS, the City of Madison (City) has an on-going partnership with Madison Gas and Electric (MGE) as stated in Legistar #02702 called an Energy Partnership for a Green Capital City; and

WHERAS, over the last two years through this partnership, the City and MGE have provided local match to Sustain Dane to help implement an EPA Region 5 - Pollution Prevention Grant; and

WHEREAS, the EPA Region 5 - Pollution Prevention Grant program is called Mpower Champions program that has worked with 15 businesses to lower energy and water use, encourage alternative forms of transportation, and lower GHG emissions; and

WHEREAS, these 15 businesses have collectively reduced GHG emissions by 13,400 metric tons by: reducing gasoline usage by 52,833 gallons, water by 188,000 gallons, natural gas by 478,000 therms, and electricity by 10.3 million kWh; and

WHEREAS, the City, MGE and Sustain Dane applied to the EPA’s Climate Showcase Communities grant program; and
