Fiscal Note
The budget amendment contained in this Resolution increases the budget authority in the Energy Efficiency Improvements capital project (Project 1, 810604) of the 2011 Capital Budget of Facilities Management. This additional authority is funded by Focus on Energy reimbursements received in 2008 through 2010 that were in excess of the budgeted amounts.
 
The Budget Amendment needed is as follows:

There is no impact on the levy or cost controls.

Amending the 2011 Capital Budget of Facilities Management to authorize the spending of additional rebate funding received from Focus on Energy.
Body
WHEREAS the City is committed to sustainability and strives to reduce its ecological footprint; and
 
WHEREAS rising energy prices increase current and future operating expenses; and
 
WHEREAS the 2011 Capital Budget of Facilities Management includes $200,000 for Energy
Efficiency Improvements with $180,000 coming from General Obligation and $20,000 from Focus on Energy rebates; and
 
WHEREAS Facilities Management will use this money for the completion of energy efficiency measures with more than 10% Internal Rate of Return (IRR); and
 
WHEREAS Facilities Management conservatively budgets for Focus on Energy rebates at $20,000 per year; and
 
WHEREAS the City has received $61,970 in rebates in excess of the budgeted amounts in 2008 through 2010 from the Wisconsin Focus on Energy program for the energy efficiency measures that it has completed.
 
NOW THEREFORE BE IT RESOLVED, that Facilities Management hereby receives the budget authority to spend the $61,970 in funding received from Focus on Energy that is in excess of the budget amounts; and
 
BE IT FURTHER RESOLVED, that this money be spent on energy efficiency measures with a more than 10% Internal Rate of Return (IRR).
