Funds are available in the 2011 Library Capital Budget (Fund No. CB18-810611).  This amendment was anticipated in the Resolution authorizing the initial Agreement with Meyer Scherer & Rockcastle, Ltd. (RES 10-00546, adopted June 15, 2010).
Title
Authorizing an amendment to the contract between the City of Madison and Meyer Scherer & Rockcastle, Ltd., in the amount of $570,429.00 for additional architectural and engineering design services for Madison Central Public Library.
Body
WHEREAS, the parties, the City of Madison ("City") and Meyer Scherer & Rockcastle, Ltd. ("Architect" or "Contractor") entered into a contract for the purchase of professional architectural and engineering design services for Madison Central Public Library on July 1, 2010, and,
 
WHEREAS, the amendment is the continuation of the development and preparation of architectural and engineering design, plans and specifications, preparation of bid documents, assistance in the bid process and construction administration for the design and construction of renovation and remodeling for the Madison Central Public Library located at 201 West Mifflin Street, Madison, Wisconsin, and,
 
WHEREAS, the original contract agreement provided for additional design fees to be determined after completion of the schematic design phase, to an amount that is mutually acceptable, for architectural and engineering design services for a partial or full third floor and for the replacement of the exterior envelope portions of the building, and,
 
WHEREAS, the area of the new enclosed 3rd floor addition is approximately (18,000) square feet, and,
 
WHEREAS, the amount of exterior brick walls above grade that will be reused is approximately 53%, and,
 
WHEREAS, the amount of exterior glass windows for daylighting in the new configuration is approximately 33% of all outside walls, and,
 
WHEREAS, the amendment includes additional design fees for Meyer Scherer & Rockcastle, Ltd. to hire a building envelope consultant to determine restoration methods for portions of the existing outside walls that will remain in place, and,
 
WHEREAS, the amendment includes additional fees for coordination of solar PV, signage, art, and the Bohrod mural in the design development, construction documents, bidding, and construction administration phases.
 
WHEREAS, the amendment includes additional architectural and engineering services in design development, construction documents, bidding, and construction administration phases for the 3rd floor, and,
 
WHEREAS, the schematic design phase is scheduled to be completed on January 6, 2010, and,
 
WHEREAS, the amendment is required to provide additional architectural and engineering design services for architectural design, civil/site design, structural engineering, HVAC, plumbing, electrical engineering, interior design, fire protection design, furniture design services, and similar disciplines for the additional fee of $570,429.00;
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby authorizes the Mayor and the City Clerk to execute contract Amendment No. 1 to Contract # 6436 between the City of Madison and Meyer Scherer & Rockcastle, Ltd. to authorize the additional work as described above and payment in the amount not to exceed $570,429.00.
