DRAFTER'S ANALYSIS:  This committee was originally established by Resolution 09-00046 (Legistar No.12443) on January 6, 2009. Sec. 33.01(4), MGO, states that standing committees shall be created and dissolved by ordinance.  A prior proposed ordinance (Legistar No. 18250) was placed on file in September, 2010, and the Council instead created the Sister City Ad Hoc Planning Committee (Legistar No. 19803). The report of that Committee was accepted by the Council on January 4, 2010 (Legistar No. 20912).  This ordinance is the result of that report and will create the Sister City Collaboration Committee in the Madison General Ordinances.

The Common Council of the City of Madison does hereby ordain as follows:
Sec. 33.33 entitled "Sister City Collaboration Committee" of the Madison General Ordinances is created to read as follows:
"33.33      SISTER CITY COLLABORATION COMMITTEE.
(1)      Creation and Purpose.  There is hereby created a Sister City Collaboration Committee to replace the Committee created by Resolution 09-00046, which resolution is hereby rescinded. The Committee shall maintain, enhance and maximize Madison's involvement and exposure to the global economy, cultural environment, educational, humanitarian and business opportunities for Madison companies in the regions or countries of our Sister Cities.  
(2)      Duties and Tasks. The Committee shall review inactive Sister City partnerships, explore potential for joint initiatives, and set criteria for the addition of new Sister City partnerships.  It is tasked with raising the profile of Madison Sister City partnerships, making connections with cultural, educational and humanitarian programs, and maximizing educational opportunities, as well as exchanging cultural, educational, business and economic ideas for Madison companies and Sister Cities.
(3)      Membership.  The Madison Sister City Collaboration Committee shall consist of nine (9) members who will be appointed by the Mayor and confirmed by the Council.  Seven (7) members shall represent the Sister Cities of Madison, one (1) member shall be an alderperson, and one (1) member shall be an adult resident of Madison.  Members shall have three-year terms, to be staggered upon initial appointment.
(4)        Report.  The committee shall issue a yearly report to the Common Council and Mayor on Best Practices by Sister Cities and other countries.
(5)        Funding.  The Committee will make determinations on funding decisions for Sister Cities."
