No net fiscal impact. The Resolution proposes the reallocation of $83,280 in funding for Community Services programs.  The referenced funds were included as part of the 2011 Adopted Operating Budget for the Community Development Division and no additional funding is required or requested by this resolution.

Body
WHEREAS, on November 17th, 2010, the Common Council passed the City's 2011 Adopted Operating Budget, approving aggregate Community Development Division funding of $20,636,437 for grants, loans, and purchase of services contracts to be administered by the Division during 2011; and,
 
WHEREAS, on December 14th, 2010, the Common Council passed Resolution Number 10-00965 adopting the specific Community Development Division administered services and programs to be provided by designated community agencies and at the indicated levels recommended by the Community Services and CDBG Committees; and,
 
WHEREAS, the Urban League of Greater Madison had been awarded $73,280 to continue to operate and manage an Allied Drive Employment Services program in partnership with T.J.'s Support Brokerage Firm's MAP/TOP program and the YWCA's Comprehensive Employment Services program.  Goodwill Industries of South Central Wisconsin had been awarded $10,000 to operate and manage their Work Experience employment program; and,
 
WHEREAS, on January 4, 2011 the CDD was notified in a letter dated December 29, 2010 that Goodwill Industries was respectfully declining their $10,000 grant award, and effective December 31, 2010 the Community Development Division and the three employment partnership agencies have determined that it is in the best interest of Madison residents they will no longer operate as a partnership seeking a range of employment services to dissolve the partnership as of December 31, 2010 and to reallocate the funding to the three partners as designated in the Urban League application for 2011 funding; and,
 
NOW, THEREFORE BE IT RESOLVED, that the Common Council hereby approves the revised list of funding for the Division administered services and programs to be provided by the designated community agencies at the indicated levels with the reallocation of the $73,280 in partnership program from the Urban League of Greater Madison and the $10,000 from the Goodwill Industries Work Experience program as follows:
 
      Urban League of Greater Madison - Job Services Network Program - $55,598
      T.J.'s Support Brokerage Firm - MAP/TOP -       $8,841 $13,841
      YWCA of Madison - Comprehensive Employment Services - $8,841 $13,841
 
BE IT FURTHER RESOLVED,  that the Common Council authorizes the Mayor and City Clerk to enter into executive grant agreements, loan agreements, and/or purchase of services contracts with the designated community agencies as required to implement the funded services and programs as indicated on the revised list; and
 
BE IT FINALLY RESOLVED, that the Common Council authorizes the mayor and City Clerk to execute and deliver any additional documents necessary to accomplish the purposes of this Resolution.
