No impact on levy as these funds were encumbered from 2009 into 2010 through a contract with the Vera Court Neighborhood Center.  These same funds will be encumbered and utilized in 2011.

Body
WHEREAS, the 2009 City of Madison Operating Budget provided $50,000 in Miscellaneous Appropriations for the Emerging Neighborhoods Fund; and
 
WHEREAS, Resolution Number 09-00604, enacted on July 9, 2009, allocated all Emerging Neighborhoods Fund monies, including up to $11,000 to the Vera Court Neighborhood Center for an expansion of the Vera Court Youth Program targeting youth from the Brentwood neighborhood; and
 
WHEREAS, the Vera Court Neighborhood Center did not utilize those funds during the contract period of July 9, 2009 through August 31, 2010; and
 
WHEREAS, there continues to be a number of unmet needs in the Brentwood neighborhood as identified in the report titled 'Improving Opportunities for Brentwood Youth: What works and What Could be Improved in Northside Youth Services' prepared by the University of Wisconsin-Madison and completed on October 15, 2010; and
 
WHEREAS, the Community Development Division is working with the alderperson, Neighborhood Police Officer, the Madison Metropolitan School District and many other key stakeholders to prioritize the use of these funds to most effectively and efficient address the needs of the Brentwood neighborhood; and
 
WHEREAS, the report titled 'Improving Opportunities for Brentwood Youth: What works and What Could be Improved in Northside Youth Services' was prepared for the Northside Planning Council and they have agreed to serve as the fiscal agent for projects identified and to be implemented in 2011 to best serve the Brentwood neighborhood:
 
NOW, THREFORE, BE IT RESOLVED, that the Common Council approves the reallocation of the $11,000 to the Northside Planning Council to serve as the fiscal agent for projects benefiting the Brentwood neighborhood in 2011.
 
BE IT FURTHER RESOLVED, that staff from the Community Development Division, in cooperation with the alderperson, Police Dept., MMSD, and other stakeholders will select and prioritize projects to serve the Brentwood neighborhood in 2011 and will communicate those projects/service providers to the Northside Planning Council for distribution of the $11,000.
 
BE IT FURTHER RESOLVED, that the Mayor and the City Clerk are authorized to sign an agreement with the Northside Planning Council for the fiscal administration of these funds.
