Adoption of an Emergency Management Plan for the City of Madison
Body
WHEREAS, the preservation of life, property, and the environment is the inherent responsibility of local, state, and federal government, the City of Madison, WI, in cooperation with the County of Dane, WI has prepared this Emergency Management Plan to ensure the most effective and economical allocation of resources for the protection of people and property in time of an emergency.

WHEREAS, while no plan can completely prevent death and destruction, good plans carried out by knowledgeable and well-trained personnel can and will minimize losses, this plan establishes the emergency organization, assigns tasks, specifies policies and general procedures, and provides for coordination of planning efforts of the various emergency staff and service elements utilizing the National Incident Management System (NIMS).

WHEREAS, the objective of this plan is to incorporate and coordinate all the facilities and personnel of the City of Madison, WI, into an efficient organization capable of responding effectively to any emergency; and

WHEREAS, the City is required to adopt an effective program for emergency management consistent with the State plan for emergency management in accordance with Section 166.03(4), Wisconsin Statutes; and

WHEREAS, the Emergency Management Plan was facilitated by the Emergency Management Coordinator, developed by a working group (Public Works Team Leader, Police Captain, professional services contractor, and Emergency Management Coordinator) of the Emergency Planning Staff Team with final staff review and approval by the Emergency Management Staff Team, and

WHEREAS, the Emergency Management Plan is an extension of the State Emergency Plan, it will be reviewed and exercised periodically; and
