SECOND SUBSTITUTE - Authorizing the carry-over of CDBG, HOME and other funds, and the extension of previously authorized projects within the Community Development program budget.
Fiscal Note
Federal, State, and other dollars are available to cover the project costs and were approved by the Common Council at various times during 2010. No new City dollars are included in this Resolution.
Body
Background:
 
The CDBG Committee has traditionally identified certain projects for Council approval to "carry-over" their funds approved in previous years. Typically, the Committee has recommended carry-over of selected capital projects that have encountered some difficulty beyond their control or which face unusual circumstances. The CDBG Office normally continues those projects that have been approved by the Council since April, or capital projects that have entered into subcontracts for implementation by December 15 of each year.
 
Action:
 
WHEREAS, the Community Development Block Grant Program, as amended, and its implementing regulations located at 24 CFR 570.200 ff., permit the City of Madison to help community agencies which benefit low and moderate income persons; and,
 
WHEREAS, the CDBG Committee and CDBG staff have reviewed these recommendations, find that they further the goals of the CDBG program expressed in the Five-Year Community and Neighborhood Development Plan, and recommend Council adoption,
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the carry-over of the following previously approved projects, to be completed by December 31, 2011, because they were either:
 
(A)      projects that were financed with special funding that carries a longer-term commitment, or that were otherwise approved for a longer-term contract; including:
 
(1)      Federal ARRA (American Recovery and Reinvestment Act) "stimulus"-funded projects, including:
 
o      Community Development Block Grant Recovery (CDBG-R)-funded projects, including:
·      Common Wealth Development; CWD SolarTech Green Loan
·      Common Wealth Development; CWD SGES Green Loan
·      Dane County Housing Authority; DCHA Foreclosure Prevention Counseling
·      Madison Development Corporation; MDC IFSI Green Loan
·      Operation Fresh Start; OFS "Graduate Crew" Housing Rehabilitation
 
o      Energy Efficiency and Conservation Block Grant (EECBG)-funded projects, including:
·      CDD Energy Grant Unit; Business Energy Efficiency Incentive (BEEP) Program
·      Urban League of Greater Madison; ULGM Weatherization Education/Training & Employment
·      CDD Energy Grant Unit; Residential Energy Efficiency Incentive (REEP) Program
 
o      Homelessness Prevention and Rapid Re-Housing Program (HPRP)-funded projects, including:
·      Community Action Coalition of South Central Wisconsin; Dane County Housing Stabilization Program
 
(2)      State Neighborhood Stabilization Program (NSP)-funded projects, including:
o      Common Wealth Development; CWD NSP Homeownership

(3)      YWCA of Madison; Mifflin Street Building Renovation (City HOME Match funds), due to renovation delays stemming from market conditions affecting the sale of tax credits.
 
(4)      Movin' Out; 2010 MO Homeownership (HOME funds), due to delayed closings.
 
(5)      Movin' Out; 2008-2010 MO Rental Acquisition (HOME funds), due to delays in pending approval of other Federal funds.
 
(6)      Future Madison Northpointe; Northpointe I Renovation (City HOME Match funds), due to renovation delays.
 
 
(7)      Housing Initiatives; 2010 HI Rental Acquisition (HOME funds), due to project delays.
 
(8)      Madison School & Community Recreation (MSCR); Meadowood Center Meeting Space Rehab (CDBG funds), due to rehabilitation delays.
