Fiscal Note
There is no fiscal impact associated with the adoption of the 2011 Action Plan. However, individual components of the plan will have fiscal impact in the future, and will require Common Council approval at the time of their implementation.

Approving the Community Development Division's HUD required 2011 Action Plan.
Body
Background: In order for the City of Madison to receive federal funding from HUD, an Action Plan for each year must be submitted. This plan covers the use of the following formula grant funds: CDBG, HOME and Emergency Shelter (ESG) funds. The goals and objectives developed for the plan was based on HUD's priorities to include housing, economic development and neighborhood revitalization. The Community Development Division within the City of Madison will administer the funds.
 
WHEREAS, the Department of Housing and Urban Development (HUD) requires that each participating jurisdiction submit an Annual Action Plan to receive federal funds; and
 
WHEREAS, the City of Madison will receive the HUD funding and follow the funding requirements; and
 
WHEREAS, the Community Development Director has sought the advice of a number of community and housing groups, stakeholders and service providers and developed the goals and objectives outlined in the plans; and
 
WHEREAS, the Community Development Division will carry out the goals and objectives in the plan to include housing, economic development and neighborhood revitalization activities;
 
NOW THEREFORE BE IT RESOLVED, that the Common Council hereby adopt the 2011 Action Plan and authorize the Mayor and Clerk to sign any agreement necessary to accept the Federal funds and enter into agreements needed to implement the plan goals and objectives.
