Metro Transit's requested 2011 operating budget includes $3,648,000 to cover the cost of these services, subject to approval by the Common Council.

Authorizing the Mayor and the City Clerk to enter into agreements with Abby Vans, Badger Bus Lines, and Transit Solutions Inc. for the purpose of providing Complementary Paratransit Services to Metro Transit for a term of 2½ years ending in June 2013 with two additional one-year options ending in June 2015 that may be executed by the Metro Transit General Manager.

Preamble
Metro Transit is required under the Americans with Disabilities Act to provide complementary paratransit service to its fixed-route transit operation. The transit utility does not have enough capacity to meet all paratransit service demand with its directly operated service. It is also not cost effective for the transit division to operate all paratransit services due to the demand/response nature of the service. Therefore, it is proposed that the transit division continue to provide this service by means of supplemental service from private transportation providers.
WHEREAS, the City developed a request for proposals which was advertized nationally in order to obtain competitive bids for providing this service and proposals were received from 5 firms; and
WHEREAS, said proposals were reviewed by transit staff and professionals in the transit industry; and
WHEREAS, Abby Vans, Badger Bus Lines, and Transit Solutions Inc. were identified as the most responsive and responsible bidders, and it was determined that the services of all three firms were necessary to meet the paratransit needs of the transit division;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and the City Clerk are hereby authorized to enter into agreements with Abby Vans, Badger Bus Lines, and Transit Solutions Inc. for the provision of complementary paratransit services for a 2 ½ year period ending in June 2013 with two additional one-year options endin...
