DRAFTER'S ANALYSIS: This ordinance allows an incumbent to solicit donations from third parties provided the funds are to be used for a City project or a conference held in the City, has been approved by the Common Council, the incumbent is not associated with the entity receiving the funds, and a detailed report is filed with the City Clerk within six months of the transaction.

Paragraph 2. entitled “Influence and Reward” of Subdivision (a) of Subsection (5) entitled “Standards of Conduct” of Section 3.35 entitled “Code of Ethics” of the Madison General Ordinances is amended to read as follows:
“2. Influence and Reward. No person or entity may offer or give to an incumbent or member of an incumbent’s immediate family, directly or indirectly, and no incumbent may solicit or accept from any...
