Fiscal Note
The City Attorney and MPD suggest that perhaps fewer than a dozen citations might be issued on an annual basis; therefore, only a minimal impact on General Fund revenues derived from fines is anticipated.

DRAFTER'S ANALYSIS: This ordinance prohibits false emergency calls to be reported to city departments when no emergency exists. It also prohibits a parent or guardian from permitting a child to make a false “911” call. It also establishes bail deposits if the ordinance is violated.

The Common Council of the City of Madison do hereby ordain as follows:
1. Section 24.01 entitled “Unlawful Use of Emergency Telephone Number” of the Madison General Ordinances is created to read as follows:
“24.01 UNLAWFUL USE OF EMERGENCY TELEPHONE NUMBER.
(1) It shall be unlawful to intentionally dial the emergency telephone number “911” to report an emergency to city departments knowing that the fact situation reported does not exist.
