Fiscal Note
Funding of $150,000 for the Façade Improvement Grant Program is authorized in the 2010 Adopted Operating Budget as part of the Capital Revolving Fund (p. 23). This Resolution awards grants totaling $60,000. Following approval of this Resolution, $70,000 of authorized funding will remain for future projects.

On February 3, 2004, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program.  The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a "flatiron" building.  The objective of the Program is to restore, or substantially beautify, or enhance the entire facade or elevation of a commercial building.  The Facade Improvement Grant Program Staff Team has reviewed the following façade improvement proposals and has determined that they meet the requirements of the Program. The Urban Design Commission has reviewed these proposals and recommends design approval.
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following facade improvement grants:
 
1.      2116 S. Park Street: Park Street Garage
Grantee: D & C IHM-Hess, LLC
 
There are two Facades: South Park Street and Ridgewood Way
 
A.      Install new Canopies
B.      Reface enamel panels with metal and re-caulk joints
C.      Install new 18' metal band
D.      Install new aluminum storefronts
E.      Install new canopy lighting
F.      Install new sign
G.      New pavement
H.      Landscaping
I.      New Fencing
J.      Site Work
         
            Total project cost is estimated at $40,000.00.
           Facade Improvement Grant not to exceed $20,000.00
 
2.      121 S. Pinckney Street: Vacant
Grantee: CMI Management, Inc.
 
There are two Facades: S. Pinckney Street and East Doty Street
 
A.      Install new awnings
B.      Add Fypon crown molding above the awning level
C.      Install new lighting
D.      Install new sign
E.      Paint the entire building
F.      EIFS work on the exterior to look like brick on the columns
G.      Add trim above the upper windows
H.      Add Fypon on ground level
I.      Install new metal planter boxes below the windows
J.      Remove existing masonry for new storefront entrance
K.      Install new black metal spandrel panel
 
             Total project cost is estimated at $88,589.00

Façade work includes replacing the storefront and awning; adding a new sign; painting; tuck pointing and sealing the existing brick.

BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
