It is estimated that it would cost the city about $8,800 in additional pavement marking costs to install the new buffered bikes lanes as opposed to replacing the current pavement marking after the resurfacing.

Authorizing the creation of a buffered bicycle lane and removal of a traffic lane in each direction of S. Segoe Rd, from Mineral Point Rd to Regent St. (11th AD)
Body
WHEREAS, the current speed limit for this segment of Segoe Rd. is 30 MPH and a recent traffic study showed that 85% percent of vehicles observed traveled at least 38 MPH; and
WHEREAS, Traffic Engineering staff has received several complaints from area residents regarding speeding vehicles on this segment of Segoe Rd.; and
WHEREAS, traffic studies have indicated that the existing and projected traffic volume on this segment of S. Segoe Rd. does not merit two traffic lanes in each direction; and
WHEREAS, it is less costly and inconvenient to motorists to install new traffic controls during a resurfacing project; and
WHEREAS, this segment of Segoe St. is currently being resurfaced; and
WHEREAS, The Mayor’s Platinum Bicycle Committee recommends creating bicycle connections to major activity centers; and
WHEREAS, narrower lanes typically reduce vehicle speed; and
WHEREAS, Traffic Engineering staff recommends that:
· a traffic lane be eliminated in each direction of S. Segoe Rd. between Mineral Point Rd. and Regent St. as this would help to reduce speed and a two-lane streets is not warranted.
· a “buffered” bike lane be created between the parking lane and the traffic lane. The “buffered” bike lane in each direction as this would create a safe multi-modal connection from this neighborhood to the Hilldale area.
· These changes be implemented at the time of the resurfacing to gain increased efficiency and cost savings.
