SUBSTITUTE Repealing and recreating Chapter 34, the Fire Prevention Code, amending Secs. 5.08(2) and (6), Sec. 40.03(3), Sec. 40.09(3)(c)2. and Sec. 1.08(3)(a), creating Sec. 40.035 of the Madison General Ordinances to create uniformity for licensing and maintenance of records and reference relevant International Fire Code Sections and to establish a separate fire alarm ordinance and to provide additional requirements regarding elevator alarms.
Body
DRAFTER'S ANALYSIS:  This ordinance repeals Chapter 34 and recreates the entire chapter, the Fire Prevention Code.  It combines numerous sections to create uniformity throughout the chapter.  The chapter is numbered to reflect the International Fire Code (IFC) section that is being modified or omitted, this in turn makes it easier for individuals familiar with the IFC to quickly reference the relevant section in the ordinance. It raises the reinspection fees from $50 to $75.  To establish uniformity it creates a section addressing all design and construction reviews and permits issued by the Fire Department.  It creates uniform requirements for maintaining records of inspections, testing and maintenance of fire protection systems. It also creates a separate section dealing specifically with fire false alarms. It establishes uniform requirements for obtaining licenses and permits under the chapter.  It also establishes various bail deposits for violations of this new chapter.  It creates Sec. 40.035 which provides an addition to ASME A17.1 regarding elevator alarms.
