Fiscal Note
This agreement provides for the reimbursement by the University of Wisconsin - Madison for all fixed route and ADA paratransit trips provided by Metro Transit to UW - Madison students during the contract term. Metro Transit shall be reimbursed based on a four year average of actual ridership, which is estimated to be 2,558,418 currently (2006/07 - 2009/10) equating to a cost of $2,942,180 for academic year 2010/11 based on the agreement rate of $1.15 per ride. The actual cost will be computed after the four year actual ridership is available. The average used each year will be based on the four most recent academic years of ridership. The agreement will be on an academic year, defined as September 1st through August 31st for the purposes of this agreement. Paratransit rides will be billed by actual ridership at the per ride rate in effect at the time the ride is taken. Metro estimates that the agreement will yield in 2011 an increase in its revenues of approximately $254,000. Estimated revenue will be included in Metro's operating budget for each year of the agreement.

Authorizing the Mayor and the City Clerk to enter into an agreement with the Board of Regents of the University of Wisconsin System on behalf of the University of Wisconsin - Madison (UW - Madison) for the continuation of the provision of access by its students to Metro Transit fixed route and ADA paratransit services, with reimbursement to the transit utility for rides by UW - Madison students for academic years 2010 - 2011, 2011 - 2012 and 2012 - 2013 with two one-year options to renew.

WHEREAS, the University of Wisconsin - Madison and Metro Transit have had a very successful and productive contracting arrangement for an unlimited ride pass program for UW - Madison students for years and both parties wish to extend their agreement for a three-year period with two one-year options to renew; and
WHEREAS, the parties have negotiated a contract which meets all Transit and Parking Commission criteria set in advance for unlimited ride pass agreements;
NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into a three year unlimited ride pass agreement with two one-year options to renew with the University of Wisconsin - Madison with reimbursement by UW - Madison using the cost methodology set forth in the fiscal note for all trips taken by UW - Madison students during the term of the agreement.
