Fiscal Note
City funding of $25,000 is currently available in the Municipal Art Fund capital project (PCED 2010 adopted capital budget, project no. 2, "Municipal Art Fund," Acc't No. 810427). It is anticipated that most expenditures will not be made until 2011. However, the Municipal Art Fund project does not currently include authorization for the expenditure of $75,000 in proceeds derived from private fundraising. This authority will need to be included in the 2011 PCED capital budget, subject to Council approval.

Authorizing the Madison Arts Commission to administer a public art process at the corner of North Pinckney Street and the Capitol Square, establishing a selection committee, and authorizing the Mayor and City Clerk to enter into an agreement with the Rotary Club of Madison and the Madison Children’s Museum for this project (4th AD).
Body
WHEREAS, the Common Council adopted the Public Art Framework and Field Guide for Madison, Wisconsin and recommendations contained in the Framework (Resolution, I.D. 30476) on March 19, 2002; and
WHEREAS, the Framework proposes that Madison Arts Commission work closely with private capital project developers, particularly those initiatives significantly impacting Madison’s public realm; and
WHEREAS, the Framework suggests that establishing community partnerships will allow the Madison Arts Commission to work with private developers to engage artists in shaping the landscape and roadways for proposed initiatives within the City. The dual role of Madison Arts Commission in this dimension of Public Art in City Building is of advocacy and public art project management; and
WHEREAS, the City has been investing in updates around the outside of the Capitol Square, including new bus shelters, sidewalks, planters, benches, landscaping and ornamental lighting; and
