The net effect of this reallocation will yield a budgetary savings.  Metro is deleting a 1.0 FTE Transit Finance Supervisor position, and increasing a current  0.5 FTE Information Systems position to a 1.0 FTE position.  The net budget savings will be retained in Metro's budget to help meet salary savings requirements.

PREAMBLE
 
Transit systems nationwide, including Metro Transit, are using more and more intelligent transit system technologies.  In order to fully take advantage of these technologies, which are significant capital assets, the system needs adequate information systems staff.  In recent years, Metro Transit has added cameras to the entire fixed route fleet of buses and has significant need for detailed staffing review and post-processing of automatic passenger counter, global positioning system and automatic vehicle locator data.  Metro has experienced a great increase of requests for statistical reports and other technology-based capabilites from not only investment partners and external customers, but also from internal customers for transit projects that affect other departments such as planning and marketing.  
 
Due to a reorganization in the finance unit, a 1.0 FTE Transit Finance Supervisor position is being deleted.  Metro Transit will use .5 of the deleted position to create a .5 FTE Information Systems Specialist 2 position to make the current .5 FTE Information Systems Specialist 2 a 1.0 FTE.  
 
WHEREAS, Metro Transit has significant need for increased information systems staff; and
 
WHEREAS, there is a 1.0 FTE Transit Finance Supervisor position that can be partially reallocated for this purpose; and
 
WHEREAS, approval has been received from the Mayor's office to fill this position; and
 
WHEREAS, this action will yield a net budgetary savings;
 
NOW, THEREFORE, BE IT RESOLVED, that the 2010 Metro Transit Adopted Operating Budget be amended to delete a 1.0 FTE Transit Finance Supervisor position and create an additional 0.5 FTE Information Systems Specialist 2 position to make a 1.0 FTE Information Systems Specialist 2 position.
