The funding of $470,600 is part of the larger, overall Federal Department of Energy EECBG grant, the acceptance of which (and corresponding budget amendment) was approved 11/17/2009 (RES-09-00941, Legistar ID# 16450).  No additional appropriation is required.

BACKGROUND
 
The City of Madison CBDG staff has worked closely with the Urban League of Greater Madison as project lead to develop a grant proposal that provides funding for a collaborative process to provide weatherization education and training to unemployed and under-employed individuals in the Madison community.  This Resolution is for the purpose of the City directing the $470,600 grant funds to support program development, implementation and administrative expenses associated with the project collaborative partners efforts to implement a training and education program.  The collaborative partners include The Urban League of Greater Madison, MATC, Workforce Development Board of South Central Wisconsin, UW Center on Wisconsin Strategy (COWS), multiple construction and labor associations, Project Home, the Skilled Trades Apprenticeship Readiness Training (START) program operated by Construction Training Inc, and multiple for profit and non-profit employers in the construction and energy conservation industry.  The project partners have assembled a broad coalition of industry experts to guide the project design and implementation and aligns with research based best practices and emerging workforce needs.  
 
ACTION:
 
WHEREAS, the Common Council has accepted the U.S. Department of Energy EECBG grant.  As a result the City of Madison was awarded a total DOE EECBG grant of $470,600 for the Weatherization Education/Training and Employment Program.  The award is a two-year (DOE-EECBG) Energy Community Block Grant which supports the Weatherization Education/Training and Employment Program goals for eighteen individuals to be educated and trained in weatherization job skills. The selected individuals will have completed program interviews for participation.  Monitoring by City staff and program evaluations will occur throughout the program to insure participant success. This project is to be implemented within the City of Madison, and outlines a set of strategies and priorities to meet DOE's job creation, energy cost and usage reduction, and green house carbon reduction goals; and,
 
WHEREAS, the Common Council has adopted the Department of Energy EECBG grant.  As a result the City of Madison was awarded a total DOE-EECBG grant of $470,600 for the Weatherization Employment and Training Program.  The award is a two year (DOE-EECBG) Energy Community Block Grant which supports the Weatherization Employment and Training Program goals for eighteen individuals to be trained in weatherization job skills. This project is to be implemented within the city of Madison, and outlines a set of strategies and priorities to meet DOE's job creation, energy cost and usage  reduction, and green house carbon gas reduction goals; and,
 
WHEREAS, the Common Council authorized the application for DOE-EECBG Program funds as part of the adoption of the year 2009 budget, but specific funding priorities and projects  objectives were unavailable at the time of the adoption of the budget because DOE did not Award the funds until November 23, 2009; and,
 
WHEREAS, the CDBG staff has worked with the members of Urban League of Greater Madison Coalition group and  developed the Weatherization, Education and Training Program. The DOE EECBG Project Officer reviewed the recommended selection of projects and submitted his approval for the projects to the CDBG staff;
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council approve the attached project, which was in the application to the Department of Energy, authorize the Mayor and the City Clerk to enter into a grant agreement with the Department of Energy for acceptance of the Weatherization Education and Training Program funds, and enter into agreements with the Madison Urban League to implement this project; and,
 
BE IT FURTHER RESOVLED, that the Mayor and City Clerk are hereby authorized to execute and deliver any documents necessary to accomplish the purposes of this Resolution.
