Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on the Watts Road, Excelsior Drive, Heartland Drive and Odana Road Resurfacing Projects.

PREAMBLE
The City of Madison’s 2010 resurfacing program consists of resurfacing streets throughout the City. Watts Road from South Gammon Road to Struck Street, Excelsior Drive from Old Sauk Road to Heartland Drive, Heartland Drive from Excelsior Drive to Old Sauk Road and Odana Road from Research Park to South Gammon Road are scheduled for resurfacing under our resurfacing program this year.
The resurfacing of these streets cannot be limited to the normal working hours of 7:00 AM to 7:00 PM because of the high traffic volume on these streets. Night work will be required to avoid traffic backups, excessive disruption to local businesses and normal travel patterns for these streets.
The proposed activities that will occur during the hours of 7:00 PM to 7:00 AM are general construction operations including delivery of materials, milling of pavement and asphalt paving. This work is expected to take two (2) nights on Watts Road, four (4) nights on Excelsior Drive and Heartland Trail, and six (6) nights on Odana Road.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances section 24.08 (3) provided the Common Council adopts a resolution allowing the construction.
NOW THEREFORE BE IT RESOLVED, that resurfacing work, with associated noise impacts, between the hours of 7:00 PM and 7:00 AM on the Watts Road, Excelsior Drive, Heartland Drive and Odana Road Resurfacing Projects are hereby approved in accordance with section 24.08(3) of the Madison General Ordinances, and
