Creating Amendment #1 to existing contract with Brickline, Inc. to provide additional epoxy pavement markings.
Body
WHEREAS, the City of Madison entered into a contract with Brickline Inc. on April 8, 2008 (Contract 6198) to provide$287,495 in semi-permanent pavement marking services for the years 2008-2010; and
 
WHEREAS, the Division of Traffic Engineering has already budgeted $70,000 in each of its 2008, 2009 and 2010 operating budgets ($210,000 total) for general purpose epoxy pavement markings, and $20,000 for each of these three years for epoxy markings for reconstruction projects($60,000 total); and
 
WHEREAS, a 2008 budget amendment provided an additional $25,000 for epoxy pavement markings for school crossing walks, thus providing $295,000 in total budget authority ($210,000 + $60,000 + $25,000); and
 
WHEREAS, the amount of contract authority is $7,500 less than the cumulative budget authority ($295,000 less $287,500 [rounded]) because Brickline's bid was less than what was budgeted before the contract was finalized; and
 
WHEREAS, in 2008, a major winter snow storm and subsequent snowplowing caused a much greater amount of pavement marking damage than was anticipated; and
 
WHEREAS, in 2009, three large resurfacing projects (Watts Road, Whitney Way, and High Point Road) required more thermoplastic pavement markings than Traffic Engineering staff could provide before colder weather would render this type of pavement marking material ineffective; and
 
WHEREAS, epoxy markings may be used during colder weather more effectively than thermoplastic or other materials; and
 
WHEREAS, about $144,000 in 2008 and $102,000 in 2009 of the $287,500 total contract authority value was spent, leaving an allowable contract authority of $41,500 ($287,500 - $144,000 - $102,000); and
 
WHEREAS, the amounts expended for epoxy pavement markings above the budgeted amounts in 2008 and 2009 were offset by reductions in other budgeted service expenditures; and
 
WHEREAS, Traffic Engineering 2010 adopted operating budget authority already includes $70,000  for general purpose epoxy pavement markings and $20,000 for epoxy markings for reconstruction projects($90,000 total); and
 
WHEREAS, in order for Traffic Engineering to provide for the quantity of epoxy pavement marking as intended in the adopted 2010 operating budget, the Brickline contract authority would need to be increased by $48,700; and
 
WHEREAS, Brickline, Inc. has agreed to provide pavement markings above the quantity above the amount provided by the original contract at the same rates;
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute Amendment #1 to the existing contract with Brickline's. to provide $48,700 in additional authority.
