Title: Approving the double-fill of a Parking Analyst position during the time in which the current Parking Analyst, Joanne Easland, is on a Leave of Absence.

Fiscal Note
The Parking Utility will utilize a current, hourly employee to temporarily occupy the position, so the net additional cost to the Parking Utility for the double-fill is approximately $551 biweekly for salary expense, plus estimated benefit expense of $165, or a total additional biweekly expense of $716. The full duration of the double-fill is unknown, but the Parking Utility has sufficient resources and will manage its budget to accommodate the additional expense.

WHEREAS, Parking Analyst Joanne Easland has requested a Leave of Absence from Parking Utility and it is necessary to double-fill her position until such time as she is able to return to work; and
 
WHEREAS, MGO 3.53(6)(h) states:  "The Human Resources Director, with the approval of the Mayor and the Common Council if the action requires the expenditure of more than $2,000 and/or is for longer than 30 days, is authorized to double-fill any position for a period not to exceed forty-five (45) calendar days unless such period is extended by action of the Common Council;" and
 
WHEREAS, the double-fill of the Parking Analyst position may be for a period of more than forty-five (45) days; and
 
WHEREAS, funding for the double-fill position of Parking Analyst is available in the Parking Utility Department 2010 operating budget,
 
NOW THEREFORE, BE IT RESOLVED, that the double-filling of the Parking Analyst position is approved until such time as Joanne Easland is able to return to work or enters into disability layoff status.
