Fiscal Note
There may be future fiscal implications associated with the potential development of inter-city bus facilities, but any such development will require Common Council approval, and no appropriation is required in conjunction with this Resolution.

Regarding Inter-City Bus Policies and Solutions.
Body
WHEREAS, inter-city buses are a long-standing mode of mass transit that supplements the air and rail networks across the country; and,

WHEREAS, until 2009 the City of Madison had an inter-city bus depot that served the needs of some inter-city bus companies, whereas others used and continue to use certain locations on city streets from which to pick up and drop off passengers, signing agreements with local businesses and institutions; and,

WHEREAS, the Transit and Parking Commission, in response to the loss of the bus depot and concerns raised by residents, requested from city staff a draft policy on regulating inter-city bus stops on city streets, for consideration and further action once the parameters under which the city can regulate such buses were determined; and,

WHEREAS, in late March and early April of 2010, Greyhound Bus Lines moved it’s pick-up and drop-off location several times over the course of a week, causing confusion and frustration amongst their customers, elected officials, and others; and,

WHEREAS, at some future date the City of Madison expects the new high speed rail station at Monona Terrace to include multi-modal accommodations, such as for inter-city buses, but in the interim inter-city buses are only regulated by on-street parking regulations; and,

WHEREAS, the City of Madison does not have a policy regarding for pre-selected locations for street-side pick-up by bus companies other than Madison’s own Metro;

THEREFORE, BE IT RESOLVED, that the Common Council asks the Transit and Parking Commission and city staff to continue researching the relevant State and Federal statutes regarding the City’s ability to regulate in...
