To SUSPEND the handcrafted goods vending restriction at the location identified in Street Use Permit #SUP2010021 on the 400 block of State St. on Saturdays from 11:00am to 3:00pm upon adoption/approval of this resolution until Saturday, April 2, 2011 (except for Saturday, May 8, 2010) and authorizing the International Socialist Organization to vend non-handcrafted goods.
Body
WHEREAS, Section 9.13 (6) of the Madison General Ordinances and the regulations adopted therein control street vending on the State Street Mall/Capitol Concourse area; and
 
WHEREAS, Section 9.13 (6)(k)1. allows the Common Council to suspend specifically enumerated vending ordinances or regulations and establish alternate rules and procedures during a special event; and
 
WHEREAS, the International Socialist Organization has been issued a Street Use Permit for Saturdays from 11:00am to 3:00pm from April 10, 2010 through Saturday, April 2, 2011 (except for Saturday, May 8, 2010) at the location identified on the 400 block of State St. and agrees to comply with the conditions of the permit; and
 
WHEREAS, the International Socialist Organization wishes to suspend MGO Sec. 9.13(6)(b) regarding handcrafted, homemade goods; and
 
WHEREAS, no vending licenses or sidewalk cafe licenses will be invalidated; and
 
WHEREAS, if this resolution is adopted the event sponsor must obtain a Special Event Vending License for all selected vendors prior to any vending, as required by sec. 9.13(2) and (3);
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby SUSPENDS the vending restrictions relating to handcrafted goods set forth in 9.13(6)(b) of the Madison General Ordinances for the location and dates described above.
 
BE IT FURTHER RESOLVED that the Common Council establish an alternate rule for vending to authorize the International Socialist Organization to vend non-handcrafted goods for the duration of their Street Use Event.
