SUBSTITUTE  Creating Sec. 33.33 of the Madison General Ordinances to create the Sister City Collaboration Committee in the MGO's.

DRAFTER'S ANALYSIS:  This committee was originally established by Resolution 12443 on January 6, 2009. Sec. 33.01(4), Madison General Ordinances, states that "Standing Sub-units shall be created and dissolved by ordinance.  To the extent some standing Sub-units exist as of the date of passage of this ordinance without authorization by ordinance, the City Attorney shall draft and introduce ordinances to reflect such standing Sub-units."  Thus, this committee is being recreated by ordinance.  This ordinance also amends the composition of the Committee from that created in the authorizing resolution.  The ordinance eliminates four of the Sister Cities from the Sister City Collaboration Committee due to poor attendance of those cities representatives and also because those cities are no longer Sister Cities in their own countries.  The committee has been having a very hard time reaching quorum because of this and has had to cancel three meetings this year already.  The four Sister Cities that are being removed from this Committee are Ainaro, East Timor; Oslo, Norway; Managua, Nicaragua and Bac Giang, Vietnam.  This substitute also removes representatives of the Greater Madison Convention and Visitors Bureau, the Chamber of Commerce and the Madison Arts Commission.  Removal of these committee members reduces the Committee membership from 17 to 11 which should facilitate the achievement of a quorum at future meetings.

The Common Council of the City of Madison do hereby ordain as follows:
Sec. 33.33 entitled "Sister City Collaboration Committee" of the Madison General Ordinances is created to read as follows:
"33.33      SISTER CITY COLLABORATION COMMITTEE.
(1)      Purpose.  The Committee is tasked with raising the profile of Madison Sister City partnerships, making connections with cultural, educational and humanitarian programs, setting and achieving fundraising goals (including considering an annual fundraising event), maximizing educational and business opportunities for Madison companies in the regions or countries of our Sister Cities, reviewing inactive Sister City partnerships, exploring potential for joint initiatives and setting criteria for the addition of new Sister City partnerships.
(2)      Membership.  This committee has eleven (11) members. The Mayor shall designate one alder and three additional members who are local representatives of humanitarian, cultural and/or educational organizations.  The remaining Committee membership shall be composed of one representative from each Sister City organization for each of the following Sister Cities: Arcatao, El Salvador; Camaguay, Cuba; Cusco, Peru; Freiburg, Germany; Mantova, Italy; Obihiro, Japan and Vilnius, Lithuania.  The provisions of Secs. 33.01(5) and (6), MGO, shall apply to only to those committee members appointed by the Mayor."
