This resolution would enable the Public Health agency to apply $55,925 from the well and septic fund reserve to the cost of scanning all well and septic files, so that they may be incorporated into an electronic permit and licensing system.
The 2010 Public Health Operating Budget would be amended as follows:

UA77-79999-774300 Reserves Applied ($55,925)
UA77-54950-774300 Contract / Consulting Services $55,925

There is no anticipated impact upon cost controls or the tax levy.

WHEREAS the City of Madison Information Technology has implemented a new licensing software system that will enable on-line licensing allowing the sharing of electronic documents over the internet;
WHEREAS Public Health-Madison and Dane County is able to use this system for the well and septic programs to improve customer service by making files including soil tests and septic system information readily available over the Internet to property owners, septic maintenance providers, plumbers, and building contractors, allowing customers to apply for well and septic permits on-line;
WHEREAS Dane County and the City of Madison have identified eDOCS America as the contractor that they will use to effectively and efficiently scan the hard copy files and provide electronic documents;
WHEREAS Public Health-Madison and Dane County will be able to reduce its operating costs by eliminating the need for staff to process files when requested by property owners, septic maintenance providers, plumbers, and building contractors;
WHEREAS there are funds remaining from the Groundwater Protection Fund that are in a fund designated for the well and septic program;
WHEREAS these funds may only be used to support the well and septic program, as they came from fees charged to property owners submitting septic maintenance reports;
