Fiscal Note
The Tax Refund Intercept Program has proven to be effective as a late stage collection mechanism which the City has utilized in cases where repeated direct notice and other collection attempts have been unsuccessful.  Currently budgeted revenues for 2010 assume continued utilization of this program.

Authorizing the Mayor and City Clerk to enter into an agreement with the State of Wisconsin for the Tax Refund Interception Program (TRIP).
Body
WHEREAS, the City has utilized the Tax Refund Interception Program (TRIP) through the State of Wisconsin, including collection agencies authorized by the State of Wisconsin under TRIP for a number of years; and
 
WHERAS, the State is now requiring that municipalities such as the City enter into a formal Agreement with the State to utilize TRIP; and
 
WHERAS, TRIP has proven to be a beneficial program for the City of Madison to collect debts that are due to the City.
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an Agreement with the State of Wisconsin, Department of Revenue, on a form provided by the State, allowing the City of Madison to participate in the Tax Refund Interception Program, including utilization of any tax collection agencies authorized by the State through that program.
