Title
Authorizing the Mayor and City Clerk to sign a contract with Manatron, Inc. for software and implementation services for a new Property Assessment System for the City Assessor’s Office.
Body
WHEREAS, the City is currently using software for purposes of appraisal and property assessment that was developed in-house during the early 1990’s; and
WHEREAS, the capabilities of this software are limited in keeping with contemporary practices of property data management, sales analysis, and property valuation; and
WHEREAS, the architecture of the current system is more than 16 years old and at the end of its useful life; and
WHEREAS, following sec. 4.26 of the Madison General Ordinances and APM 1-4 City Purchasing Policies and Procedures a formal Request For Proposals process was conducted during the summer and fall of 2009; and
WHEREAS, the RFP was conducted collaboratively with Dane County who is looking to update their software used for property listing, tax billing and collection, and
WHEREAS, this process resulted in Manatron, Inc. being selected as the vendor to provide the software and services for a new property assessment system for the City of Madison;
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to execute a contract not to exceed $750,000.00 with Manatron, Inc. for the above described software and services.
