Fiscal Note
Funding of $150,000 for the Facade Improvements program is authorized in the 2010 Adopted Operating Budget as part of the Capital Revolving Fund (p. 23).  This Resolution awards grants totaling $20,000. Following approval of this Resolution, $130,000 of authorized funding will remain for future projects.

On February 3, 2004, the Common Council adopted Resolution ID # 61179, approving the Facade Improvement Grant Program to support and encourage small local businesses to reinvest in the downtown and smaller, neighborhood shopping and business areas and designating the Community Development Authority as the agent of the City for the operation and administration of the Program.  The grants are matching grants and will be provided in an amount up to 50% of the total project costs up to a maximum of $10,000 for a single facade, $20,000 for a building with two facades, and $25,000 for a "flatiron" building.  The objective of the Program is to restore, or substantially beautify, or enhance the entire facade or elevation of a commercial building.  The Facade Improvement Grant Program Staff Team has reviewed the following façade improvement proposals and has determined that they meet the requirements of the Program. The Urban Design Commission has reviewed these proposals and recommends design approval.
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby approve the following facade improvement grants:
 
1.         916 Williamson Street: Madison Sourdough Company
 
            Façade work includes exterior renovations to the existing building façade.
 
A.      Remove and replace storefront windows and doors.
B.      Remove and replace overhead delivery door.
C.      Remove and replace awnings
D.      Repair and restore brick as needed
E.      Install new building signage.
F.      Install new exterior lighting
 
           Total project cost is estimated at $60,000.00.
           Façade Improvement Grant not to exceed $10,000.00.
 
2.      811 Williamson Street: Vacant
 
Façade work includes restoring the store front to its original historic appearance. Built around 1852, the Williamson Geiger building represents one of the oldest commercial structures on Williamson Street. The building was constructed as a two-story commercial building with an interesting Greek Revival formed gable frieze and front corner pilaster.
 
A.      Install new Marvin Historic TDL 6/6 double hung windows
B.      Framing of new first floor structure with material
C.      Brick for first floor restoration, salvage and new
D.      Masonry for restored façade
E.      New frost wall
F.      New entry doors
G.      Entry timber, window and door casings
H.      Install windows, doors and trim
I.      Paint doors, windows and trim
J.      Tuck pointing of second floor to repair the brick masonry
 
             Total project cost is estimated at $27,882.00.
            Façade Improvement Grant not to exceed $10,000.00.
 
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk be and hereby are authorized to execute grant agreements with the grantees and any other documents necessary to complete these improvements.
