Fiscal Note
Although the CDA Executive Director position, as proposed, is a higher salaried, compensation group 21 employee as compared to the CDA Project Manager position that is included in the budget, because it is not anticipated that the CDA Executive Director will be hired prior to May 1, 2010, no additional funding is required in 2010. There is sufficient funding included in totality in the respective agency budgets, but the budgets of the Economic Development Division (EDD) and CDA Redevelopment need to be amended to eliminate the position of CDA Project Manager in EDD, to establish a new position of CDA Executive Director in the CDA Redevelopment Agency, and to transfer the funding among the agencies as appropriate. (Note: there is a companion Ordinance, Legistar #17281, that effects the appropriate Ordinance changes.)

Amending the 2010 Adopted Operating Budgets of the Economic Development Division (EDD) and the CDA Redevelopment agency to eliminate the position of CDA Project Manager in EDD, create a new 1.0 FTE position of CDA Executive Director (Compensation Group 21, Range 18) within the CDA Redevelopment agency, and transfer the funding for the salary and benefits of the CDA Project Manager in EDD to the CDA Redevelopment agency for the Director position.

WHEREAS, it is in the best interest of the City to establish a position dedicated to the direct oversight of CDA development projects; and
WHEREAS, the 2010 Adopted Operating budget of the Economic Development Division (EDD) provides funding of $64,982 for the salary expense (plus $23,092 for benefits expense) of a CDA Project Manager; and
WHEREAS, due to the increasing importance of CDA-related projects, it is in the City’s interest to establish more, direct oversight of CDA projects by establishing a CDA Executive Director position funded within the CDA Redevelopment Agency.
