Sufficient Federal ESG funds are available within the CDBG Office's Reserve Funds (included as part of the 2010 Adopted CDBG Operating Budget) to cover the costs of this project.

Authorize a grant in amount of $2,400 in Emergency Shelter Grant (ESG) funds to  Dane County Parent council to pay operation costs at Hope House and authorize the Mayor and City Clerk to sign such agreement.
Body
Dane County Parent Council operates Hope House, a housing program for homeless mothers with small children enrolled in Early Headstart. This program houses three moms with children at a four bedroom property on Odana Road. Each family works with a case manager to enable the young mother to find and maintain stable housing on their own.
 
Hope House also has a bedroom available for a resident manager who provides safety and support on nights and weekends. In exchange for providing services on nights and weekends, DCPC provides a rent break for the resident manager. DCPC, however, has had difficulty finding and retaining a resident manager. They believe that an additional monthly rent stipend will help to ensure that a resident manager will stay on the job. This award will provide $200 per month to the resident manager.
 
WHEREAS, the CDBG staff and the CDBG Committee have reviewed this proposal and find that it furthers the goals expressed in the 2005-2009 Five Year Community and Neighborhood Development Plan and the 2009 Community Action Plan; and,
 
WHEREAS, Dane County Parent Council has experience working with homeless moms with children and has submitted a request for an eligible use of Emergency Shelter Grant funds;
 
NOW, THEREFORE, BE IT RESOLVED THAT the Common Council authorize a grant in the amount of $2,400 for Hope House operation costs and authorize the Mayor and City Clerk to sign such agreement.
