Title
A resolution authorizing the Mayor and City Clerk to petition the State of Wisconsin Commissioner of Railroads to make a determination to add a new crossing of the railroad track currently operated by the Wisconsin and Southern Railroad at Few Street in accordance with the adopted master plan for Central Park.

Body
Preamble

The City of Madison is proposing to construct phase 1 of the Central Park project, an urban park located in the East Isthmus Corridor on the near east side. The Park is envisioned to provide park and recreational facilities to meet the needs of the neighborhood and community, to enhance the City’s economic development potential and to stimulate renewed focus on the greater isthmus as an employment center. Phase 1 of the Central Park project includes the area known as the Great Lawn and the gateway entrance crossing the railroad tracks.

Convenient access to the Great Lawn portion of Central Park from areas located south of the railroad track requires a railroad crossing at Few Street. It is anticipated at this time that the use of the crossing will be utilized by non-motorized vehicles with the exceptions to delivery, service & emergency vehicles limited to non-motorized vehicles. The permission to construct a new railroad crossing can be granted by the Wisconsin Commissioner or Railroads with a petition from the City of Madison.

Construction of the Great Lawn and the railroad crossing is anticipated in 2011 with the use of federal funds and local funds. Design of the railroad crossing and Great Lawn is to take place in 2010.

Now therefore be it resolved that the Mayor and City Clerk are hereby authorized to petition the State of Wisconsin Commissioner of Railroads to make a determination to add a new crossing of the railroad track currently operated by the Wisconsin and Southern Railroad at Few Street a...
