SUBSTITUTE Creating Sec. 2.05(6)(j) of the Madison General Ordinances to allow the Equal Opportunities Commission, Affirmative Action Commission or Commission on People with Disabilities to sponsor ordinances and resolutions.

DRAFTER'S ANALYSIS: This ordinance creates an exception to the general rule that ordinances or resolutions are to be sponsored by an Alder or the Mayor. It allows the Equal Opportunities Commission, Affirmative Commission or Commission on People with Disabilities, by majority vote, to sponsor a resolution or ordinance the subject matter of which is related to the powers granted to the respective commission, if the Commission first approached all alders and the Mayor and each of them refused to sponsor the resolution or ordinance. If approved, the ordinance would allow those Commissions to request that the City Attorney draft ordinances for their consideration. Resolutions would be drafted by staff of the Department of Civil Rights.
