The Streets Division currently charges customers who have wood mulch delivered by the semi-tractor load, and a $100 delivery charge has been established to recover fuel and maintenance costs.  This ordinance change would allow the fees to be set by the Streets Superintendent.  The plan for 2010 would increase the delivery charges to $150 per load.  The Division currently delivers approximately 300 loads annually.  Additional revenues of $15,000 would therefore be generated with this proposal, and revenues of this magnitude are anticipated in the 2010 Adopted Operating Budget.

DRAFTER'S ANALYSIS:  This ordinance amends the fee provision of Section 10.27 of the Madison General Ordinances from a fixed fee to a fee amount to be determined yearly by the Streets Superintendent.  This amendment thereby provides greater flexibility to the wood chip delivery program and will eliminate the need for future amendments to this ordinance when a higher fee is approved during the budget process.

The Common Council of the City of Madison do hereby ordain as follows:
      Section 10.27 entitled "Fee for Delivery of Wood Chips" of the Madison General Ordinances is amended to read as follows:
"10.27   FEE FOR DELIVERY OF WOOD CHIPS.  Except for community gardens in the City of Madison, any person who receives a delivery of wood chips from the City of Madison shall pay a fee of one hundred dollars ($100) to the City Treasurer in an amount to be determined yearly by the Streets Superintendent, or designee."
