Fiscal Note
The intergovernmental agreement authorized in this substitute resolution describes the longstanding arrangement for the provision of Fire and Police services to the UW Hospital complex and other University facilities located in and near Shorewood Hills. Documenting the existing arrangement at this time fulfills a new requirement of the State's Municipal Services Payments program and will allow the City to continue receiving partial State reimbursement for the cost of providing those services in future years.

Body
WHEREAS, the UW University of Wisconsin Hospital and Clinics Authority complex (hereinafter “UWHC”), located at 600 Highland Ave., is located in both the City of Madison (hereinafter “Madison”) and the Village of Shorewood Hills (hereinafter “Shorewood Hills”); and,
WHEREAS, the Waisman Center, located at 1500 Highland Ave., is in Shorewood Hills; and,
WHEREAS, Shorewood Hills has a volunteer fire department that does not have the capability of adequately responding to all calls for fire service at UWHC; and,
WHEREAS, because Madison has sufficient capacity, the Madison Fire Department has been the primary responder to calls for fire service at UWHC for many years, while the Shorewood Hills Fire Department has not provided any service to UWHC; and,
WHEREAS, because Shorewood Hills has a volunteer fire department that does not have the capability of adequately responding to all calls for fire service at UWHC and the Waisman Center while Madison does have sufficient capacity to respond to said calls, the Madison Fire Department has been the primary responder to calls for fire service at UWHC and the Waisman Center for many years, while the Shorewood Hills Fire Department h...
