PREAMBLE
The City is proposing construction of Phase I of the Central Park project, an urban park located in the East Isthmus Corridor on the near east side. The Park is envisioned to provide park and recreational facilities to meet the needs of the neighborhood and community, to enhance the City's economic development potential and to stimulate renewed focus on the greater Isthmus as an employment center. Phase I of the Central Park project includes the area known as the Great Lawn, the Gateway Crossing of the rail road tracks and preliminary grading of the Skate Park. The Skate Park will not be designed or constructed at this time. The City has received a federal grant for the construction of this project. Those funds will be applied to Phase I construction (approximately $3.1 million). The design will be funded with local funds. Funds are included in the 2009 and 2010 Capital Budget.
A purchase order will be issued after the Common Council authorizes the agreement for design services but prior to the execution of the agreement by the City and the consultant in order to proceed as quickly as possible to meet deadlines associated with the federal funding.
Pursuant to City ordinances and Policies, the Interim City Engineer advertised for consultant proposals, reviewed the submitted proposals, and recommends the design engineering contract be awarded to MSA Professional Services, Inc.
NOW, THEREFORE, BE IT RESOLVED:
That the Mayor and City Clerk are hereby authorized to execute and agreement with MSA Professional Services, Inc. for design engineering services for Central Park.
BE IT FURTHER RESOLVED that the City Purchasing Agent is authorized to issue a Purchase Order for the initial $25,000 of design costs from the total contract price of $399,383.60, to MSA Professional Services, Inc for design services.
