The license increases are anticipated to yield an increase in General Fund revenues of $7,050 annually. The revenue will be included in the 2010 adopted operating budget.

Amending Secs 9.13(6)(h)3.a.i. and iii., Sec. 9.13(6)(h)3.b.i., Secs.9.13(6)(h)3.c.i. and ii. to increase the street vending license fees for mall/concourse food vendors, merchant vendors, and license and other fees for arts and crafts vendors; and amending Sec. 31.075(2)(a) of the Madison General Ordinances to increase the permit fee for promotional banners.

DRAFTER'S ANALYSIS: This ordinance amendment increases the annual Mall/Concourse food vendor license fee from $800 to $850, the annual Mall/Concourse Merchant Vendor fee from $150 to $200, the monthly Mall/Concourse Arts and Crafts vendor license fee from $100 to $125, and the site reservation fee for all Arts and Crafts vendors from $50 to $100. This ordinance also increases the permit fee for the display of a "promotional banner" from $50 to $75.

The Common Council of the City of Madison does hereby ordain as follows:
1. Subsubparagraph i. entitled "Food Vendors" of Subparagraph a. entitled "Annual License" of Paragraph 3. of Subdivision (h) entitled "Mall/Concourse Vending Licenses and Fees" of Subsection (6) entitled "Regulations and Procedures for Vending on the State Street Mall/Capitol Concourse" of Section 9.13 entitled "License For Selling on Public Streets" of the Madison General Ordinances is amended to read as follows:
"i. Food Vendors: eight hundred fifty dollars ($800850)."
2. Subsubparagraph iii. entitled "Merchant Vendors" of Subparagraph a. entitled "Annual License" of Paragraph 3. of Subdivision (h) entitled "Mall/Concourse Vending Licenses and Fees" of Subsection (6) entitled "Regulations and Procedures for Vending on the State Street Mall/Capitol Concourse" of Section 9.13 entitled "License For Selling on Public Streets" of the Madison General Ordinances is amended to read as follows:
"iii. Merchant Vendors: one hundred and fifty two hundred dollars ($150200), except as indicated in v. below."

Subsubparagraph i. entitled "Arts and Crafts Vendors" of Subparagraph b. entitled "Monthly License" of Subdivision (h) entitled "Mall/Concourse Vending Licenses and Fees" of Subsection (6) entitled "Regulations and Procedures for Vending on the State Street Mall/Capitol Concourse" of Section 9.13 entitled "License For Selling on Public Streets" of the Madison General Ordinances is amended to read as follows:
"i. Arts and Crafts Vendors: one hundred twenty-five dollars ($100125)."
4. Subsubparagraph i. of Subparagraph c. entitled "Additional Mall/Concourse Vending Fees" of Paragraph 3. of Subdivision (h) entitled "Mall/Concourse Vending Licenses and Fees" of Subsection (6) entitled "Regulations and Procedures for Vending on the State Street Mall/Capitol Concourse" of Section 9.13 entitled "License For Selling on Public Streets" of the Madison General Ordinances is amended to read as follows:
"i A separate site reservation fee of fiftyone hundred dollars ($50100) for craft vendors who wish to reserve a specific vending site until 8:00 a.m. at the Saturday craft vending area which site shall be assigned to them by the Director of Planning and Community and Economic Development or designee pursuant to the regulations on Saturday Vending Site Assignment adopted pursuant to Section 9.13(6)(c) and (f)."
5. Subsubparagraph ii. of Subparagraph c. entitled "Additional Mall/Concourse Vending Fees" of Paragraph 3. of Subdivision (h) entitled "Mall/Concourse Vending Licenses and Fees" of Subsection (6) entitled "Regulations and Procedures for Vending on the State Street Mall/Capitol Concourse" of Section 9.13 entitled "License For Selling on Public Streets" of the Madison General Ordinances is amended to read as follows:
"ii. A separate site reservation fee of fiftyone hundred dollars ($50100) dollars for craft vendors who wish to reserve a specific craft vending site on the 400, 500, and 700 blocks of State Street, which shall be assigned to them by the Director of Planning and Community and Economic Development, or designee, and be subject to the to the regulations adopted pursuant to Section 9.13(6)(c) and (f)."
6. Subdivision (a) of Subsection (2) of Section 31.075 entitled "Flags and Decorative and Promotional Banner(s)" of the Madison General Ordinances is amended to read as follows:
"(a) A permit fee of fiftyseventy-five dollars ($5075) for each promotional banner."
