WHEREAS, US HWY 51, is a US Highway and travels through the City of Madison as it runs from Hurley, WI to the Western suburbs of New Orleans, LA,

WHEREAS, US HWY 51, serves as a North and a South arterial through the City of Madison and is designated as a State Trunk Highway in Wisconsin,

WHEREAS, the Wisconsin Department of Transportation has jurisdiction over the operation and control of State Trunk Highways including establishing the speed limits,

WHEREAS, US HWY 51, from the intersection with STH 30 until the intersection with US HWY 12-18 has established speed limits of 45-55 mph,

WHEREAS, US HWY 51, has established speed limits through the City from 35 mph to 55 mph, yet in other municipalities the speed limit drops as low as 25 mph in neighborhood commercial districts,

WHEREAS, the intersections of US HWY 51 and Buckeye and US HWY 51 and Pflaum Road have a speed limit of 55mph,

WHEREAS, three (3) miles of US HWY 51, beginning just South of STH 30 and ending just before the intersection of Broadway and US HWY 51 currently has an established speed limit of 55 mph, and the road north and south of that 3 miles has an established speed limit of 45 mph,

WHEREAS, the intersections of US HWY 51 and Buckeye and Pflaum Road fall within this 3 mile area,

WHEREAS, the intersections of US HWY 51 and Buckeye and US HWY 51 and Pflaum Road have a large number of crashes and a high volume of pedestrian and bicycle travel,

WHEREAS, the three (3) miles of US HWY 51 that is currently established at 55 mph travels through a neighborhood commercial district and has two (2) major intersections which must be crossed by pedestrians, buses, bicycles, and automobiles in order to get children to school at LaFollette/Sennett and Frank Allis Elementa...
