Funds for the design portion of the agreement are included in the 2010 Executive Capital Budget for Major Streets. $447,975 will need to be encumbered now, with the remaining local share not encumbered until 2011. Funds for construction are included in the CIP for 2011.

PREAMBLE
 
The State of Wisconsin Department of Transportation is proposing to improve STH 113 (Packers Avenue & Northport Drive) between First Street and Knutson Drive.  The cost of the design will be funded with 25% local funds, 75% federal/state funds.  Construction is funded 100% with federal/state funds. New sidewalk construction will be funded 20% by the City of Madison and 80% by the State. Sanitary sewer and water main are funded 100% by the City of Madison. Street lighting not affected by the pavement replacement project will be funded 100% by the City of Madison.
 
The existing pavement, constructed in 1963 -1967, is in very poor condition.  The proposed project will replace the existing pavement.
 
The anticipated construction date is 2012, advanceable to 2011 depending on funding.  
 
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute agreements with the State of Wisconsin Department of Transportation for the design and rehabilitation of STH 113.
BE IT FURTHER RESOLVED, that funds are hereby committed for design in 2010 and construction in 2011 or 2012, in advance of the adoption of the 2010 and later Capital Budgets.  
 
BE IT FURTHER RESOLVED, that plans and specifications will be approved at a later date after public involvement.
