Fiscal Note
Federal, State, and other dollars are available to cover the project costs and were approved by the Common Council at various times during 2009. No new City dollars are included in this Resolution.
Title
Authorizing the carry-over of CDBG, HOME and other funds, and the extension of previously authorized projects within the Community Development program budget.
Body
The CDBG Committee has traditionally identified certain projects for Council approval to
"carry-over" their funds approved in previous years. Typically, the Committee has
recommended carry-over of selected capital projects that have encountered some difficulty
beyond their control or which face unusual circumstances. The CDBG Office normally
continues those projects that have been approved by the Council since April, or capital projects
that have entered into subcontracts for implementation by December 15 of each year.

WHEREAS, the Community Development Block Grant Program, as amended, and its
implementing regulations located at 24 CFR 570.200 ff., permit the City of Madison to help
community agencies which benefit low and moderate income persons; and,
 
WHEREAS, the CDBG Committee and CDBG staff have reviewed these recommendations,
find that they further the goals of the CDBG program expressed in the Five-Year Community
and Neighborhood Development Plan, and recommend Council adoption,
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council approves the carry-over of the following previously approved projects, to be completed by December 31, 2010, because they were either:
 
(A)      projects that were financed with special funding that carries a longer-term commitment, or that were otherwise approved for a longer-term contract; including:
 
(1)      Federal ARRA (American Recovery and Reinvestment Act) "stimulus"-funded projects, including:
 
o      Community Development Block Grant Recovery (CDBG-R)-funded projects, including:
·      Common Wealth Development; CWD SolarTech Green Loan
·      Dane County Housing Authority; DCHA Foreclosure Prevention Counseling
·      Higher Ground Urban Farm; HGUF Urban Farm Development
·      Operation Fresh Start; OFS "Graduate Crew" Housing Rehabilitation
·      YWCA of Madison; YWCA Success Program
 
o      Homelessness Prevention and Rapid Re-Housing Program (HPRP)-funded projects, including:
·      Community Action Coalition of South Central Wisconsin; Dane County Housing Stabilization Program
 
(2)      State Neighborhood Stabilization Program (NSP)-funded projects, including:
o      CDBG Office; City NSP Downpayment Assistance
o      Common Wealth Development; CWD NSP Homeownership
o      Dane County Housing Authority; DCHA NSP Downpayment Assistance
o      Habitat for Humanity of Dane County; Habitat NSP Homeownership
o      Housing Initiatives; HI NSP Rental Acquisition

(3)      Movin' Out; 2008 MO Rental Acquisition (HOME funds), due to a Federal grant application not being authorized until 2009.
 
(4)      Movin' Out; 2009 MO Rental Acquisition (HOME funds), due to delays stemming from the 2008 grant application's late authorization.
 
(5)      Northside neighborhood revitalization projects (CDBG funds), pending completion of the Northport-Warner Park-Sherman Concentration Neighborhood Plan development process (anticipated by March 2010).
 
(6)      Porchlight; Housing First Family Transitional Housing (HOME funds), due to delayed site negotiations.
