Authorizing the Mayor, City Clerk and Chief of Police to accept the FY 2009 Edward Byrne Memorial Justice Assistance Grant award in the amount of $204,905 and to utilize these funds to support several law enforcement initiatives.
Body
WHEREAS, the U.S. Department of Justice through the Office of Justice Programs, has designated the City of Madison to receive a Justice Assistance Grant (JAG) award; and,
 
WHEREAS, the terms of the grant require that Dane County, the City of Fitchburg, the Town of Madison, and the City of Madison submit a joint application under one agency; and,
 
WHEREAS, in June, 2009 Mayor Dave Cieslewicz, County Executive Kathleen Falk, Mayor Jay Allen, and Chairperson Jim Campbell signed a Memorandum of Agreement regarding a proposed plan for the allocation and administration of any funds awarded; and,
 
WHEREAS, a copy of this Memorandum of Agreement was circulated to all City of Madison alderpersons in June and no comments were received; and,
 
WHEREAS, a public hearing was held on June 22, 2009; and,
 
WHEREAS, the former awards have been utilized in the past to support the efforts of the Dane County Gang and Narcotics Task Force, the Dane County District Attorney's Office, the Dane County Drug Court, the Dane County Victim/Witness Program, the Madison Police Department, the City of Fitchburg, the Town of Madison and the Dane County Sheriff's Office,
 
NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk, and Chief of Police are authorized to accept the $204,905 from the Office of Justice Programs, Bureau of Justice Assistance; and,
 
BE IT FURTHER RESOLVED that the Police Department is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Programs, as follows:
 
1) The Dane County Sheriff's Office will receive $8,486 for the purchase and installation of additional in-car video units.  (SG41-55220)
 
2) The City of Fitchburg Police Department will receive $10,246 for a mobile e-mail receiver server, software and licenses, a self-contained Latent Fingerprint Dusting Station, and an on-scene evidence packaging system. (SG41-55150)
 
3) The Town of Madison Police Department will receive $6,727 for various police equipment, which includes funding for the purchase and installation of an emergency phone for citizen access to the Dane County Public Safety Communications Center, binoculars, tintmeters, mobile printers for squad cars and a metal detector. (SG41-55510)
 
4) The City of Madison Police Department will receive $106,914 plus any accrued interest from the segregated fund for the purchase of the following equipment to enhance law enforcement efforts.
·      $24,300 for purchasing and equipping an additional vehicle to be used by Detectives.  (SG41-58610)
·      $20,000 for computer equipment including a server for storage of computer evidence, software licenses and investigative software.  (SG41-55155)
·      $18,700 for purchase and installation of evidence drying cabinets.  (SG41-55510)
·      $42,214 for purchase of carbines, slings, and ammunition for implementation of the individually-sighted rifle program, as well as rental of training facilities for additional training for this program.  (SG41-55510)
·      $1,700 for powerpoint projectors and screens for presentations.  (SG41-55155)
 
3) The Dane County Department of Human Services will receive $20,000 to support the Drug Court Program.  (SG41-54901)
 
4) The Dane County District Attorney's Office will receive $11,552 to support the Victim/Witness Program.  (SG41-54901)
 
5) The Dane County District Attorney's Office will receive $40,980 toward the cost of a prosecutor position for one year.  (SG41-54901)
 
BE IT FINALLY RESOLVED that the Comptroller and the Police Department are authorized to establish and/or maintain accounts as required for the administration of the grant funds.
