Authorizing the Mayor and City Clerk to enter into a new annual agreement with the USGS to monitor storm water flow rates and storm water quality parameters at the Nesbitt Road Retention Basin (discharge point of the Upper Badger Mill Creek to the Town/City of Verona). (7th AD)

WHEREAS, the City of Madison has previously constructed the Nesbitt Road Regional Retention Basin; and
WHEREAS one of the continuing WDNR permit conditions for construction of the basin was monitoring of the inlet and outlet flows for a set list of parameters; and
WHEREAS, this retention basin represents the discharge point, from the final City of Madison municipal boundary, of the Upper Badger Mill Creek, to the City of Verona; and
WHEREAS the City has previously hired the USGS to model this watershed and to monitor this and other discharge points within this watershed; and
WHEREAS, based on this work and other work the City and USGS have completed, staff believes they are uniquely qualified to conduct ongoing monitoring of this type; and
WHEREAS, the monitoring of this site continues to be required by the WDNR; and
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an annual agreement with the USGS to continue to monitor the storm water discharges at the Nesbitt Road Regional Retention Basin in the Upper Badger Mill Creek watershed and to contribute the necessary funds as called for the in fiscal note above.
Fiscal Note
For calendar year 2010 the cost to the City of Madison is $17,000.00 that shall be funded from ESTM-54950-810384-00-53B0332 the USGS shall fund the remaining costs of $5,667.00. As the WDNR has not yet determined the number years this monitoring must continue these agreements will be done on an annual basis.
