Fiscal Note
The overall cost to the City will be reduced by $60,000 per year from our current contract, and Prairie Land Towing's proposal is $86,000 per year less than the second highest scoring bidder for 2010 and the remainder of the contract. Funding for this contract is included in the 2009 Adopted and 2010 Requested Operating Budgets and should be sufficient to cover the costs.

Authorizing the Mayor and City Clerk to enter into a four-year contract on behalf of the City with Prairie Land Towing for towing and vehicle storage services.
Body
WHEREAS, the City utilizes a city-wide towing contract to provide towing and related services primarily for the Madison Police department (MPD), and also for other departments such as Fleet Services and Metro Transit; and
WHEREAS, the current contract is due to expire on September 30, 2009: and
WHEREAS, Purchasing Services and Police Department through a competetive process solicited proposals for RFP # 8019-0-2009/MM, Towing Services, received written proposals, allowing contractors to bid for all locations within the City; and
WHEREAS, an evaluation team consisting of staff from MPD, traffic enforcement section of MPD, Fleet Services and Metro Transit conducted a detailed evaluation, scored and ranked each of the proposals using criteria that included cost, qualifications, experience, capability, equipment, past performance, and references, and Prairie Land Towing received the highest score;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to enter into and sign a contract on behalf of the City for towing and vehicle storage services with Prairie Land Towing, as negotiated by Purchasing Services, for an initial term of four (4) years with two (2) opional renewal terms of one (1) year each.
