This resolution would appropriate $32,000 from the Contingent Reserve to the Streets Division for the purpose of establishing a Plastic Bag Recycling Program.  Of this amount, $27,000 would be utilized for the purchase of ten collection containers, and $5,000 would be provided to conduct a public education program.

Title
Implementing a Plastic Bag Recycling Program and amending the 2009 Operating Budget to provide related funding.
Body
Whereas, the City of Madison is a nationally recognized leader in recycling, and
 
Whereas, the Madison Common Council has enacted an ordinance banning the landfill disposal of certain plastic bags which takes effect on September 1, 2009, and
 
Whereas, the Common Council conditioned the approval of this ordinance on the passage of a resolution implementing a recycling program for the banned bags, and
 
Whereas, the Streets Division will implement a drop off program initially locating thirteen drop off sites throughout the City of Madison for the purpose of collection of the banned bags, and
 
Whereas, the Streets Division has adequate funds to collect the bags from the drop off sites but will require funds for collection containers and public education for the program,
 
Now Therefore Be It Resolved that the 2009 Operating Budget is amended by the appropriation of $32,000 from the Contingent Reserve for the support of this program.  Of this amount, $27,000 will be utilized for the purchase of ten collection containers for the program and an additional $5,000 will be provided to conduct a public education program for the new plastic bag recycling program.
