Fiscal Note
Based on current wireless access and City infrastructure space lease rates, It is anticipated that the value of wireless services the City could receive when this proposed mesh network is completed would match or exceed the potential revenue the City could charge for the installation of mesh network equipment on City infrastructure (see attached analysis for additional detail). Therefore, this proposed agreement would help facilitate the expansion of wireless communication access for City operations without direct budgetary impact.

Authorizing a multi-year contract with Xiocom Wireless, Inc., d/b/a MadCity Broadband, for wireless mesh network services.
Body
WHEREAS, the City of Madison has a need for wireless mesh network communication services that will provide its field employees with secure, fast, and inexpensive access to applications and services which reside on the internal City of Madison network; and
WHEREAS, Xiocom Wireless, Inc., d/b/a MadCity Broadband is a Madison business that currently owns and operates such a network and has proposed a solution for the City; and
WHEREAS, the Purchasing Division, with the input of City IT, posted a “Notice of Intent to Contract” to inform the contractor community and the public that the City of Madison intends to enter into a noncompetitive contract for wireless mesh network services. While not required, the purpose of the Notice was to enhance transparency in procurement, foster full and open competition, and provide potential contractors an opportunity to submit a statement of capabilities to fulfill the specified requirements. The Notice requested comments, alternative approaches and/or a business design to address this procurement. No comments or objections were filed; and
