The adopted 2009 Operating Budget includes $50,000 in Miscellaneous Appropriations for the Emerging Neighborhoods Fund.  This resolution allocates the entire balance of the Fund.

Approving the provision of Emerging Neighborhood Funds to several agencies and authorizing the Mayor and the City Clerk to enter into agreements with those agencies to implement the project.
Body
WHEREAS, the 2009 City of Madison Operating Budget provides $50,000 in Miscellaneous Appropriations for the Emerging Neighborhood Funds; and
 
WHEREAS, on October 22, 2008, the Common Council adopted file number 12426 committing funding from the 2008 Emerging Neighborhood Fund for the following agencies, among others, in the following amounts:  Worthington Park Neighborhood Association for up to $7,087 for continuation of the mentoring Positive Program and to Youth Services of Southern Wisconsin for up to $4,050 for Youth Peer Court on the Southwest side of Madison; and
 
WHEREAS, the contracts for the two agencies above were not completed by December 31, 2008 and the Office of the Comptroller has indicated that 2008 Emerging Neighborhood Funds cannot be carried over into 2009 for those two contracts; and
 
WHEREAS, the $50,000 budgeted for 2009 Emerging Neighborhood Fund expenditures must be reduced by $11,137 for the Mentoring Positives and Youth Peer Court projects, leaving $38,863 for distribution in 2009; and
 
WHEREAS, the Emerging Neighborhood Funds workgroup issued applications with a due date of June 5, 2009, reviewed the submissions (which included $209,079 in total funding requests) and now makes the following funding recommendations.
 
NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves both the carryover recommendations from 2008 as noted above and the following recommended allocations: YMCA of Dane County for up to $8,700 for the "Fill the Gap" program serving youth from the Toki/Orchard Ridge neighborhood; Bridge Lake Point Waunona Neighborhood Center, up to $12,000 for a continuation of the elementary after-school programming targeting Owl Creek neighborhood residents; Vera Court Neighborhood Center, up to $11,000 for an expansion of the Vera Court Youth Program targeting youth from the Brentwood neighborhood; Animal Crackers, Inc., up to $2,000 for a continuation of school age summer camp for children in the Meadwood neighborhood; and Mentoring Positives, up to $5,163 for a continuation of the Mentoring Positives Program in the Worthington Park neighborhood and
 
BE IT FURTHER RESOLVED, that the Office of Community Services will serve as the lead contract agency for all five projects; and
 
BE IT FINALLY RESOLVED, that the Mayor and the City clerk are authorized to sign agreements with the above listed agencies or their fiscal agencies for the described activities.
